Lost fic - Burkha

I've been searching for a fic that I remember reading, and having drawn a complete blank through Googling & Recs pages I'm hoping someone here will be able to put my out of my misery.

I think it's gen and probably classed as team-fic. I thought it was titled 'Burkha' (possibly usign a different spelling) but searching by the word hasn't worked.

SG1 gate to a planet. As far as I remember it's a pretty miserable place and people are wearing burkhas. The team at some point have to put on burkas.
Jack is hurt (maybe whipped?) and they have to watch but can't intervene. They don't know what it is that they have done wrong. The weapon is some kind of whip that stimulates the nerves for some time afterwards.

It was quite dark and angsty but I recall that it was well written and the imagery was very evocative. If anyone recognises the fic from the above (providing I'm not mixing stuff up in my memory!) I'd be most grateful.
