Declassification fic

Hi  I'm looking for a declassification story where TPTB decide to hire Steven Raynor to write the history/be the face of the Stargate Program instead of Daniel. Daniel basically becomes a footnote in Raynor's re-write.  They bring in leaders/diplomats from other worlds for the TV announcement. There is one phrase I remember that Lya and others say. "Where is Daniel Jackson? The man who...."    First time posting, so I hope I've done it correctly. Thanks for your help.

That's the one. Thanks for your help in finding this story. I had no idea who had written it or where I had read it. Happy Thanksgiving everyone!
