I'm looking for a specific fic: I believe it was John/Rodney, where Don't Ask Don't Tell was enforced with neural chips/mind control. I read it very late at night, so the details are somewhat fuzzy, but it involved some seriously creepy psychological implications. If I remember correctly, the controllers were disabled or removed by the end, leaving some residual mental habits.
